Data protection law

Loi L/2016/037/AN on cybersecurity and the protection of personal data was adopted in 2016 1. The World Health Organization legislation database holds a 57-page copy and summarises its aim as setting rules to fight cybercrime and meet Guinea's cybersecurity commitments 1. The copy is a scanned image and this page could not read which body the law names to oversee personal data 1.

As reported by Magnafing Doré in Guinéenews on 15 April 2025, transitional president General Mamadi Doumbouya read a decree on national television on 14 April 2025 setting conditions for the security and protection of personal data 2. The decree covers civil registry data, encryption and database integrity 2. Article 10 refers to "l'autorité en charge de la protection des données à caractère personnel" without naming it 2. Entities already processing personal data have 12 months to comply 2. The report gives no decree number 2.

Border police e-visa and biometrics

The visa portal is run in the name of the Ministry of Security and Civil Protection and cites the Central Directorate of the Border Police (DCPAF) 3. It lists tourist, transit, long-stay and other visa types 3. Applicants submit online, then receive an entry visa letter 3. The portal says "Applicant photo and fingerprint will be captured at the enrolment counter" 3.

The French foreign ministry travel page, updated 15 September 2026, says applications must be made online before departure on the DCPAF site 4. It says biometric enrolment is done at DCPAF counters on arrival at Conakry airport before the visa is issued 4.

Visa fees

Published amounts differ by date. As reported by Louis Celestin in Guinéenews on 6 December 2021, an entry visa valid up to 90 days cost US$81.89 including bank fees 6. The portal checked on 21 October 2026 lists fees of USD 100, USD 50 and USD 500 but does not clearly match each amount to a visa type 3. This page found no published airport passenger security fee tied to a border data system 3.

Contract records

As reported by Youssouf Boundou Sylla in Guinéenews on 2 March 2020, the e-visa runs under a build-operate-transfer agreement with IRIS Behard Corporation, signed on 4 October 2013 according to a source close to the file 5. Citing official sources, the report says operations began on 10 September 2019, that the portal is linked to the Interpol I-24/7 database and that payment goes to a Treasury account at ECOBANK 5. It does not say where applicant data is stored 5.

Celestin reported in December 2021, citing unnamed sources, that the contract was a direct award to a Malaysian company that would receive over 80% of the sums paid 6. He did not name the company and said he could not reach diplomatic missions for comment 6.
